The old shelter stands open behind the children while chalk markings cover the wet concrete:

A train horn echoes somewhere beyond the city.
Nobody reacts.
The sound has become part of everyday life.
Mara kneels beside a faded chalk line.
Rain slowly washes it away.
Mara: Who made this rule?
Chibi looks down.
For the first time, he doesn’t know.
Mara points toward another marking.
Then another.
Then another.
SAFE.
AUTHORIZED.
PRIORITY.
Nobody remembers.
The rules exist.
But the beginning is gone.
A younger child runs past carrying permit slips.
Mara takes one.
Blank.
No writing.
No instructions.
Nothing.
Yet the children keep exchanging them.
Stamping them.
Checking them.
Following them.
The rain grows heavier.
The chalk lines disappear.
The words disappear.
The boundaries disappear.
But the game continues.
Mara watches carefully.
Mara: The rules are gone.
Chibi looks around.
Nothing changes.
The children still know where to stand.
Who belongs where.
Who gets access.
Who waits outside.
The game survives the rules.
And somehow that feels worse.
Far away:
- factories continue running
- trains continue moving
- sirens continue testing
The city hums beneath the rain.
One giant routine.
One giant pattern.
Mara: Who made the game?
A long silence follows.
The last visible chalk line disappears beneath the water.
Finally Chibi answers.
Quietly.
Honestly.
Chibi: We did.
Mara looks at him.
Mara: Then why don’t we change it?
The children continue sorting papers behind them.
Nobody forces them.
Nobody commands them.
Nobody watches them.
Still they continue.
For the first time all month, Chibi sounds afraid.
Not of monsters.
Not of war.
Of the answer.
Chibi: Because everybody else is playing.
No monsters.
No secret masters.
No hidden machine.
Just people continuing a game nobody remembers creating.
