**Pulp Cthulhu Noir The Banner Falls — The System Remains**

Caelwyn: The war is over.
Stacy: Yes.
The city outside looks like proof of it. New plaques. Fresh paint. Spring light on rebuilt stone. Children running where soldiers once marched.
Caelwyn: We defeated them.
Stacy: We defeated the banner.
On the desk lie two files. One burned at the edges. One newly stamped with a clean postwar seal.
Different emblems.
Different language.
The diagrams inside are almost identical.
Caelwyn: They stopped calling it occult research.
Stacy: Now it’s environmental stabilization.
Caelwyn: Security.
Stacy: Containment.
A pause.
Church bells ring somewhere in the distance.
Caelwyn: So this is resurrection.
Stacy: Of the method.
He closes the newer file slowly.
Caelwyn: The camps are gone.
Stacy: Yes.
Caelwyn: The ideology is broken.
Stacy: Yes.
He looks at the patterns on the page.
Caelwyn: But the structure survived.
Stacy meets his eyes.
Stacy: Structures outlive regimes.
Outside, a new plaque is mounted into the same old holes in the wall.
The screws fit perfectly.
Spring sunlight makes it all look clean.
