Only:
“Expanded Containment Authority.”
“Preventative Stabilization.”
“Emergency Cultural Safeguards.”
Caelwyn: They’re not seizing power.
Stacy: No.
Caelwyn: They’re being handed it.
Stacy: Yes.
He studies the language carefully.
Caelwyn: The warehouse incident is cited.
Stacy: As proof of instability.
Caelwyn: And the railway.
Stacy: As proof of necessary intervention.
Caelwyn: By them.
Stacy: Officially.
A pause.
Caelwyn: We were there.
Stacy: We were not named.
Silence.
Caelwyn: So they win by restoring order.
Stacy: They win by defining it.
He walks to the window. The city looks steady. Calm. Protected.
Caelwyn: They don’t understand the Mythos.
Stacy: No.
Caelwyn: They think they control it.
Stacy: They control the narrative.
Caelwyn: And that’s enough?
Stacy: For power? Yes.
He exhales slowly.
Caelwyn: So the darkness rises through doctrine.
Stacy: Through legitimacy.
Caelwyn: Through the promise that it was always necessary.
Stacy: People prefer necessary over true.
A long silence.
Caelwyn: The Trickster doesn’t overthrow.
Stacy: It institutionalizes.
Outside, a patrol car moves without urgency.
No chanting.
No spectacle.
Just authority.
Caelwyn: And if they’re wrong?
Stacy: They won’t know until it’s too late.
Caelwyn: And if they’re right?
Stacy: Then something older will adapt.
He looks back at the stamped directive.
Caelwyn: It was always this way.
Stacy: Yes.
